Canadian English Language Assessment Services (CELAS) Centre The CELAS Centre is located at Red River College’s Language Training Centre (LTC) in Winnipeg, Manitoba. The LTC specializes in English for Specific Purposes programs for ESL learners in Winnipeg. Since the introduction of the Canadian Language Benchmarks (CLB) in 1996, the LTC has become a leader in the use of the CLB, both in the classroom and beyond. Researchers at the LTC have benchmarked many Red River College programs to determine the language demands. As well, the Canadian Test of English for Scholars and Trainees (CanTEST) and the Test of English as a Foreign Language (TOEFL) have been analyzed in terms of language demands and benchmarked using CLB descriptors. In addition, researchers have benchmarked several occupations, including the nursing profession. The nursing project was a multi-phase project under the direction of the Centre for Canadian Language Benchmarks (CCLB) funded by the governments of Alberta, British Columbia, Manitoba and Ontario, as well as the Department of Citizenship and Immigration Canada. This project involved collaboration with a wide range of stakeholders across Canada. A Feasibility study preceded Phase I, Benchmarking the English Language Demands of the Nursing Profession Across Canada. The first phase was followed by Phase II, The Development of CELBAN (Canadian English Language Benchmarks Assessment for Nurses), A Nursing-Specific Language Assessment Tool, and Phase III, The Implementation of CELBAN. The CELAS Centre was established at Red River College’s LTC in 2004. The CELAS Centre is the national administrative centre for CELBAN. Currently, the responsibilities of the CELAS Centre include: establishment of CELBAN Administration Sites across the country, and training of staff at each of these sites. maintenance of CELBAN security. registration of CELBAN candidates. reporting of scores to CELBAN candidates. sending of transcripts as requested by CELBAN candidates.
